"may" needs to be "CAN".

"may" needs to be "CAN" here too, but I'm not sure this works even with
that; the definition of fee-based actions in R2579 requires the entity
performing the action to "announce" it, and contests can't announce
anything. So I think R2579 would need to be patched to allow this.
