Well, note that that system leaves a lot out. For example, descriptions
of arenas, weapons, technique, character strenghts, etc. This is just
a way to structure the gameplay and not leave it up entirely to a DM.

Just thinking out-loud: we could also consider a DM-less gameplay where
we decide things via consensus, relying on good ol' CFJs in case it fails.
