It's true that CFJs and Proposals and Offices have a learning curve (tho
most people are willing to give constructive feedback on them).
That's why most gameplay tends to try to balance modest rewards for
those things with rewards for "playing" the game.
Agora is a tough balancing act because the "game" and the "procedural"
things are not so separate, and to some players writing rules IS the
part they want to "play". This is why some players are using the Power
Dream and writing lots of rules, while others are using the Wealth dream
and trading. An ideal grind makes both of these plausible routes to
victory so everyone gets to play together but also in their own way.
Even if the direct rewards for proposals, CFJs, and offices were removed
tho, there'd still be "gerontocracy" because ultimately the people doing
the work get the most say in it. For example, if nobody but one person
is willing to fill an office, e essentially gets to filibuster any
changes to that office - or we risk losing that portion of gameplay
entirely. If only three people are actively involved in writing rules,
then they write rules that make the game fun for them. These are
emergent properties.
