Create a new Power 1.0 rule that says:
"If this rule has existed in the Ruleset for 7 days or more, then any
Player may perform a Chicken Dinner by announcement, if it has never been

Pretty good start IMO. All well formatted and seems like an interesting
idea.
Feedback:
* I would probably want this to either self-repeal, or be repeatable
(maybe once a month or so).
* Does that website give a history of random numbers? Say someone did
the Chicken Dinner yesterday and I want to confirm the number.
* You don't need that last paragraph.
* You could simplify the specification of the list to just "the nth
oldest active player, by registration date."
