There is a slight bit of harm involved – it effectively creates a Pendant out of thin air, which has some effect on the economy. (Perhaps the appropriate penalty for this sort of omission should be a single Pendant, only escalating to blotting if there are no Pendants available?) Pendants are one of the cheapest resources, though, so the amount of actual harm is minimal. -- ais523
