This fixes a quirk of selective-bidding auction where each bid amount
can only be claimed by a single person. That's fine in normal auctions,
but in a selective-bid auction, it means Alice can bid 5 coins on lot X
and lot Y, but Alice can't bid 5 coins on lot X while Bob bids 5 coins
on lot Y.


Amend Regulation AM0 by, as a single amendment:
{

In the paragraph beginning "BIDDING:", deleting "specifying a number of
the auction's currency as eir bid not equal to the bid of another player"

After that paragraph, inserting the following paragraph:
{

EXCLUSIVITY: Bids are grouped into classes. Unless otherwise specified,
all bids are in a single class. A bid CANNOT be made if, in the class it
would be in, another bid already exists with the bid amount as the
hypothetical bid.

Amend Regulation AM5 by inserting the following as a new list item after
the one starting with "Bidding messages": "One bid class exists for each
lot, with bids falling into the class for the specified lot."
