Not sure about this exact implementation (probably PRESENT as written), but I do like the idea of getting a kickback for proposals that improve the rules somehow. Shortening them isn't always going to be an improvement of course, but it's more likely to be so than lengthening in general I think. What I like most about this is that it incentives writing proposals with that goal, but doesn't add much incentive to passing them. So the proposal still has to stand on its own, or the proposer has to want the pendants badly enough to bribe a majority. -- nix Webmastor, Ministor, Herald
