Proto:  Rebellion Redux

Re-enact rule 1664 (Rebellion) with Power-2 and the following text:

      Orthodoxy is an active player switch, tracked by the Referee,
      with values Abiding (default) and Rebel. An active player
      other than the Prime Minister CAN flip eir orthdoxy by
      announcement, if e has not done so during the current month.
      If a player becomes Prime Minister, e becomes Abiding.

      At the beginning of each month, each Rebel is granted 2 Blots.

      A Rebel CAN Call for Revolt by announcement, provided that no
      other call for revolt has been made that week and that no
      successful revolt has occurred for a month or more.

      Following a call for revolt, the Referee CAN (once) resolve
      that revolt by announcement, selecting a random integer between
      1 and the number of active players. E SHALL do so in a timely
      fashion after the call. If this number is less than
      or equal to the number of Rebels, then the Revolt succeeds;
      otherwise it fails. All numbers used in this calculation are
      determined at the time of the call for revolt.

      If a Revolt succeeds, then the following events occur in order,
      based on player orthodoxy at the time of the call for revolt:

      * the Blots of all Rebels are destroyed.
      * each Rebel is granted a Victory Card.
      * the office of Prime Minister becomes vacant.
      * each office held by an Abiding player becomes interim.
      * all Rebels become Abiding.

      If a Revolt does not succeed, then:

      * All Rebels are granted 2 Blots.
      * The player who Called for Revolt is granted 2 (additional)
        Blots.
      * the Prime Minister is granted a Victory Card.
