Proto:  keys

Create the following rule, Keys:

      If the rules associate an action with the holding of an asset,
      or specify that a particular asset is a key for an action, then
      that action is a keyed action.

      To perform a keyed action, an entity (the Actor) who is
      otherwise permitted to perform the action must be the owner of
      the key; if so, e performs the action by announcement; e SHOULD
      note in the announcement that e holds the key.  The owner of a
      key for an action is a keyholder for that action.

      If a switch is associated with a key, then the associating rule
      authorizes the keyed actions of flipping the switch to any of its
      possible values.  The associating rule can limit a key to specific
      switch values, in which case it only authorizes the keyed actions of
      flipping to those values.
