If no other rule would prevent undoing Agora, AIaN would prevent the
entire proposal from taking effect. It is, I believe, the only such
entire failure effect we have. But I would argue that PCM prevents it,
since undoing Agora would necessarily imply repealing the rules, and
there are all sorts of reasons why the proposal would fail at that.
