Why is it 3? I think the most recently resolved decision about a proposal was 8174, with two voters, which would make quorum 2 according to Rule 879... unless "the Agoran Decision to adopt a proposal" literally means the outcome has to have been ADOPTED, in which case it would be Proposal 8171, which had nine voters, giving a quorum of 6 according to Rule 879.
