I can shorten it to a week. As for CFJs: we need the delay if we expect people to wait until they're reasonably sure they've won. The old rule had a 28 day requirement, which was extended by calling, assigning, or judging a related CFJ. Under that circumstance, I'd expect the ruling to be that the person couldn't possibly have been plotting the specific attempt at that time. Also, they could always just destroy 10 of their coins to make up for it, although that's harder for something like ribbons.
