Ah. Well, it can be adjusted so that they can do one single thing in the Fora, something pointless, and they can freely read the Fora. Like that, they can still access (which is to just "read" what the fora is, not "write" in it, I assume) and participate in the fora, just for one thing, yes, but they're none the less able to access and participate.
