There have been past rulesets where this sort of "blackmail scam" ("I
don't actually have a way to take advantage of this, but I'm going to
prevent everyone acting in the hope that someone will bribe me to
stop") was possible. However, I think it was generally acknowledged
that the sentiment at Agora would be very negative if someone tried it,
and that the scam would thus be likely to backfire.
