We should probably have a requirement on that that causes an observable outcome if there are no players, so that we can determine that it's happened. However, with no players and no working lists, it might be hard to find a suitable method via which to observe it. Perhaps require that the message is sent to at least five (players + former players)? That should be doable if Agora's period of inactivity is less than a couple of decades. -- ais523
