Yeah, that's what I meant - you have to register first, but then you can do everything. Under the old system you couldn't get someone into office without an existing officer to resolve the election. There's an interesting outcome if there are 0 players, and the potential player registers by messaging "all players" instead of using a forum. You could get several persons individually registering (by messaging nobody) and get a bunch of splinter-agoras.
