I mean, to stop the requirement for running the Decision? The stated
purpose of the Decision is to "select the winner of the election".
That's got no bearing on whether the winner gets installed into the office,
unless I'm missing something. (It's kind of like winning a victory
election is a "step before" actually winning the game).
