select the winner of the Fearmongor election.
For this decision, the vote collector is the Assessor, the valid options
are the candidates (PRESENT is always a valid vote, as are
conditionals), and the voting method is instant runoff.
Currently, the candidates are Trigon and PSS. As the election is
contested, any player still may become a candidate until the poll ends.
There were no campaign proposals.
I'm really tempted to see what happens if this self-ratifies but CoE: the
office of Fearmongor no longer exists.
