A given piece of information can, by definition, only be included if that
information is correct. We gloss over this in the context of report
obligations but, for instance, the rules for self-ratification are clear to
say "a document purporting to be a report" because a document purporting to
be a list of, say, all players, and a document that actually is a list of
all players are not the same thing.
