That's exactly it. We don't right now have a gerontocracy problem, in that some players having funds isn't actually stopping newer players from doing anything. The only direct competition is auctions and we haven't had enough of those yet for it to be an issue. The problem is just basic supply for any non-officer, once the package is gone.
