I start invalidating transactions that either affect stamps or decrease Agora’s balance, until I find a solution that leaves Agora with a positive balance at all times, and which leaves zero stamps existing. I’m actually experimenting with that right now. The results, so far, aren’t too bad: no proposals disappear, for example. -o
