Transferring shinies to Agora and creating a Stamp as a result is defined in rule 2498 as a type of action by announcement. So you do it by saying that you do it. Looking at the way the rule's worded, I don't see any way that that action could partially succeed; the result is the same as if you'd said "I create a Stamp via the mechanism in rule 2498", and thus has to either succeed or fail. (Presumably quoting the Shiny cost incorrectly makes it fail due to ambiguity, as you're no longer describing a possible action. That bit's less certain, though.) It'd be quite different if the rule had said "Once per month, a player CAN transfer to Agora the Stamp Value, in shinies, to create a Stamp." rather than "Once per month, a player MAY, by announcement, transfer to Agora the Stamp Value, in shinies, to create a Stamp." That wouldn't define a mechanism for doing the transfer, and so I'd assume it'd be some attempt to define a trigger on the Rule 2166 mechanism for transferring assets, rather than a mechanism of its own. That'd lead to some amount of confusion as to whether an "unprompted" transfer to Agora would create a Stamp, but that isn't the situation here. (Also, MAY?) -- ais523
