That's a good example of the sort of thing that's a real punishment but can easily be worked around with scams; if you set voting power to 0, but at power 2, then if anyone ever tries to do it to everyone else, they can start a Festival and get their voting power raised back up again at power 2.1. I'm not sure there's anything other than voting power that Festivals affect like that, but maybe you could add something else. -- ais523
