Shinies are a bit tedious right now, and they aren't getting much usage.
What little usage they are getting isn't really interesting and almost
feels like a punishment for players trying to do good for the game. It's
also difficult to keep track of - I'd hazard that only the Secretary has
any real idea what the overall picture looks like at any given time.
Here's an alternative implementation I've been workshopping. Imagine the
following as an entire replacement to the current system. Also, all
listed values are subject to tweaking.
Shinies
-------
Shinies are a fungible asset. Each player's shiny balance is 0 by
default. All of the general asset stuff applies.
The Floating Value is an integer switch, with a default of 0. When the
Secretary publishes eir weekly report, e shall also set the Floating
Value to the value of Agora's Shiny balance at the time of report
publication.
{As will become clear below, the Floating Value is a more clear version
of the Pending List Price. It's easier to calculate and set more
frequently. It doesn't change automatically so it will never be a
surprise. Because Floating Value is based on the reserve, it scales to
economic health rather than activity.}
Gaining and Losing Shinies
--------------------------
Players can pend proposals one of two ways - without objection or by
paying Agora 1/20th the current Floating Value, by announcement.
Players can create CFJs one of two ways - without objection or by paying
Agora 1/20th the current Floating Value, by announcement.

Within 24 hours of meeting any of the following conditions, a player
may, by announcement, cause Agora to pay them the listed amount of
Shinies exactly once:
-Being the author of a proposal that passed. 1/20th the Floating Value
-Judging a CFJ. 1/20th the Floating Value
-Publishing a report. 5 Shinies
-Deregistering an inactive player for the first time this month. 5 Shinies
-Resolving an Agoran Decision for the first time this week. 5 Shinies

When a player causes any shiny bidget to change, e is encouraged to
report the new values.
{First, there's a way to circumvent the economy for proposals and CFJs.
This should probably be mostly reserved for emergencies or situations
like the Arisian Asset Plight. Secondly, players pay themselves now, and
are encouraged to report the changes. This should just ensure everyone
knows what's going on money-wise. Thirdly, CFJs and Proposals cost but
also can pay off. Since the cost and payout change week-to-week, this
can add some strategy to performing them. Cards should mostly prevent
any ill-faith scams. Mundane duty fulfilling can also pay off, but it
doesn't scale.}
Welcome packages
----------------
If a player has not received a Welcome Package since e most recently
registered, any player may cause em to receive one by announcement.
When a player receives a Welcome Package, e is given 20 shinies by
Agora. <Insert other assets or things>
Economic Wins
-------------
The Stamp Value is always 1/5th the current Floating Value.
Stamps are an asset, identified by eir creator. Stamps with the same
creator are fungible.
Once per month, a player may by announcement pay Agora the Stamp Value
to create a Stamp. Players may by announcement destroy a specified Stamp
and cause Agora to pay them the Stamp Value.
If a player has stamps made by 10 different players e may destroy them
by announcement and win.
{Stamps as I proposed them before, except without the Organization
business because 1) it was controversial 2) it was draconian and 3) it's
very possible orgs will be replaced in the near future.}
