Officers: the ruleset says how, it's on the website. Same as the mailing
list. You'd want to find out who hasn't done their report lately
(Rulekeepor or the like, though that report is particularly hard.) You
would then prepare the report, and take the office via deputizaton. I'd
also mention that I'm promotor, and I'd like reportor or whatever it's
called. You probably also don't want to bother o, who I think is both
Secretary and Referee. E has been around most recently. Just look at the
archives and at the ruleset. That will give you a better idea of what's
happening.

Proposals: I'd like to deal with assets myself. I can probably get my
second draft out today, and if the comments are favorable I'll pend and
distribute it. You're free to try contracts yourself, but I'd suggest
looking at our discussion from a few months ago.
