Assuming the remaining bits work, this could be eased by either temporarily over-riding the mechanism or by immediately rewarding everybody shinies this month (my preferred method).

We should probably also grant the promotor the ability to pend 1 or so proposals a month without paying, to prevent complete dry spells (especially once the economy gets more usages) and ease the concerns voiced when the proposal was distributed.
