So it now costs shinies to pend proposals, but nobody will have any until 2017 (possibly later, if it turns out that the Secretary's powers to award shinies are buggy; the "if doing so is specified by a rule" is fairly vague). I can think of several ways out of this situation, but just in case things go badly wrong, I think it would be prudent for Alexis to hold onto eir dictatorship a little longer. -- ais523
