That's what we need to decide, unless we want to keep the history.
Preferably, it should be something simple, something that we could
create and build some ideas off of. The problem with the current
ruleset is that it's filled with and complicated by administrative
rules, but really, there aren't many in-game activities that those
rules administer. So we are basically just administering our
administration. That's why we are stuck. We need more options for
things we can do. Something like a mock-society or economy is what I
have in mind.

Also, these administrative offices seem so backlogged that we need to
find a better way of splitting the workload of administration.

So, we could simplify this ruleset by starting with something very
simple, such as Peter Suber's Initial Set of Rules, but it might be a
better idea to ease ourselves into it.

Plus, players would not be deterred when they see a less overwhelming ruleset.

Anyway, there needs to be some direction in our actions.
