This was one of the decisions affected by my forgetting to include Party. When I originally attempted to distribute it, I requested everyone vote once each, but I forgot the second time. Actually, if we're stuck in a pre-Party ruleset, then the original distribution *was* valid, so the second was invalid, and the list of voters is probably wrong. Need to account for that case as well.
