I don't think this solves the problem. I think the problem is people putting in switches without thinking about tracking, the requirement to add "untracked" doesn't help. Also, I'm nervous about having untracked switches in general. I think a better solution is something like: "If an officer is required to track an entity, then the officer is also required to track that entity's switches, unless the rules specify a different tracker for that switch". -G.
