I like scshunt's idea of just describing the patent title in the rule, as we've done in the past for things like Scamster (e.g. "Purple Heart, to be awarded to...") and then proposals can make conflict-specific awards as retroactively as the proposers desire to delve into history. Alternate thought as I'm typing this: awarding Medals seems like a particularly Speaker or President type job.
