Apart from being nullified by an overly broad disclaimer anyway, I think
this would just collapse down to "for each proposal, I endorse the last
person other than me to vote on it" - which wouldn't be that bad, I
would have just set it aside and processed it after the voting periods
ended.  It would *potentially* be more complex if it ended up needing to
interact with retractions and/or similarly complex conditional votes.
