Proto: Repeal the entire criminal justice system, and change SHALLs for rules that are likely to be broken by accident (e.g. ASAP officer and judge duties) to say that it's legal to take more than the given length of time, but to carry a punishment. It's ridiculous to have a game where players are at all willing to break the rules; in any other game but nomic, people stick to the rules if they play at all. -- ais523
