So you mean, the way to play is to succumb to thuggish threats from corrupt
officials?  Not my style, personally.  I might vote for a win if the proposal 
also removed em from office and gave em (say) 10-20 Rests, which would be a 
simulation of the consequences for pulling it off.

Otherwise, I'm just treating this as I would any other win-by-proposal
attempt.  I have no problem with that!  If coppro wants to bribe or beg 
eir way to a win-via-proposal, fine.  But I'm not accepting that it's cloaked 
in magic-goodness-of-deserving-a-victory-gold-star-for-being-nice as a way of 
earning my vote (and aesthetically, the fact that e's cloaking a win-by-
proposal as a win-by-junta makes the price of bribes for me personally 
higher).
