No it doesn't. It says "announced intent", i.e., to publish a statement that one intends something. It's a very different construction than defining an action; it doesn't say, for example, "a player CAN intend something by announcement." Rather, it /assumes/ that a player can announce intent, by depending on em doing so without providing a mechanism.
