Since it would have to be a PF every one would have to be subscribed to it anyway, so no real reduction in message traffic. Just more work for new players (one more list to subscribe to). What would really help is queuing minor actions via web-interface and then having them hit the lists as a digest on a periodic schedule (more or less what I suggested with the AAA). That would actually reduce message traffic and condense a bunch of minor actions into one message.
