Except you would need to stay constantly updated because "ideally"
never happens in a nomic. People would accidentally (or more likely,
intentionally) use the action list to post other more meaningful
actions, and in the end everyone would still have to watch it closely.
Except now the number of public forums is incremented, and you have
more to subscribe to and more archives to search across to find past
messages.

proto-contract: People for the Reduction of Messages (PRM)

Parties to this contract can initiate minor actions (voting,
harvesting, milling, etc.) via the web-interface located at XXX.
Parties grants the manager of this contract permission  to act on eir
behalf (via the web interface) to perform minor actions they initiate
via the web-interface. Once each day, the web-interface SHALL send a
message to a-b with all the minor actions that were initiated by
parties during that day.
