BobTHJ has a very nice website that's much easier to use than your Notary
site.  That aside, this comes into the very two-edged sword of "cards".

I was initially happy with 2-3 basic "cards" (distribution, absolution,
voting power up/down) and my first proto had very few cards.  The first
response is invariably "let's add bunch of cards.  I have an idea.  Oh
I have another idea".  Once everyone puts in one idea for a card, you
have too many cards... I felt like I was just "filling out the deck" with
ill-thought out cards etc.

But still, like notes, what's so complicated as saying "I have a few
basic cards in my hand to do basic things -- distribute proposal, raise
voting power -- and these others, well, I'm not too bothered, I'll 
just let them sit until I know what they might do.

We also just happened to hit at a time, where, as BobTHJ said, recordkeepors
responsibile for getting this functioning have been generally absent.
