And, on that point: while Promotor is vacant, anyone can deputise for em by announcement; and in case of emergency (e.g. Promotor repealed, deputisation broken) any player can distribute a proposal Without 3 Objections (Rule 106, paragraph 4), and if that doesn't work either then Rule 1698 probably applies.
