Proto: If a player has not cast a valid ballot on an Agoran Decision in the past month, any player CAN, with 3 Support, flip that player's activity to inactive. If a player's activity is flipped to inactive in this manner, the next time e becomes active, if e did so through eir own action, e SHALL cast a valid ballot on the next Agoran Decision initiated in which e has a positive voting limit.
