Warrigal's point is that, in a practical sense, there's no point up-powering R101 unless you also amend R2140 to restrict Power >= 3 rules from up-Powering themselves or down-Powering R101. Agora's specific response to this issue (continuing to allow Power > 3, but using it only for R2029) is just part of Agoran history, which at least some players wish to retain for much the same reasons as R104.
