It doesn't, and the decision still exists, but it's about whether to adopt Proposal 6072, which no longer contains that text. If the decision is resolved, it will cause the amended proposal to take effect by Rule 106. (But why the hurry? I wasn't lying about Citizenship being secured [R869] :)
