There is no longer any Proposal containing that text (the Proposal initiated in that message now contains different text), although you may create a new one by submission or distribution. A document is different from a text: while every possible text already exists, a document has to be created in some way, although it may be created implicitly Well, that's my position, at least. I think there is a reasonable analogy to be made with contracts.
