Sorry about the logic shift, on re-reading, I realized that I just made a more forceful (or at least re-arranged) argument for parsing R2192 as (monsterchange if (rulechange currently permitted by Rules)) rather than (monsterchange if (rulechange if permitted by rules)). I'll stand by both arguments for my reading, and in fact the re-writing makes me thing your parsing is even less reasonable, although here I erred in saying I was accepting your "given". -G.
