I doubt it; at least in jurisdictions with secret ballots there's
absolutely no way to undo an illegally-cast ballot once it's been
cast.  I'd say an ineligible vote CAN but MUST NOT vote, and probably
that polling station workers MUST NOT knowingly allow em to do so.
