1) Make rules ordinal by category. Rules in different categories are incomparable precedence-wise. Additionally, rules cannot reference terms, concepts, or entities defined in other categories without an explicit "import". 2) Rules cannot reference terms, concepts, or entities defined "below" them even within their own category.
