Just take over the Promotor or Assessor (preferably both) to hinder proposals, the IADoP to prevent new people from taking office, and the CotC to assign certain cases to scamsters. The gang can publish an "ultimatum" and threaten to EXILE anyone who opposes it for 14 days or so (of course, the ultimatum would include letting these people register again and giving back their stuff).
In theory, deputisation lets people stuff proposals through the system even when the Promotor and Assessor don't want to, but I might argue that as the deputisation rule is only power 1, it cannot take precedence over the power-3 proposal rules or modify how they work so as to let people other than the vote collector collect votes. --Ian Hope CXXII (in case your V key's worn out)
