It's not currently possible to get a non-integral VVLOD, but it has
been in the past.  For example, when we were using VCs instead of
Notes, it was possible to spend a combination of VCs to decimate
another player's VVLOD.

I wouldn't mind seeing it go either.  If we do that, we can get
probably rid of VVLOD as well and just have EVLOD be changed directly.
