Despite Murphy's comment, I think that a good CotC can manipulate
judge selection such that e knows the judge of a controversial case
will deliver comprehensive and reasonable arguments, but is near
certain to deliver a judgement favorable to the CotC.

This possibility is hardly a bad thing; it makes the game more
interesting (and prevents the CotC office from suffering a lack of
report like all the rest).
