On top of strong game custom, it fails to meet Rule 106's "clear

I disagree with your first stance, but given that you accept it, it
does lead to your second stance.  One could argue "all judgements are
inappropriate, I deliver equity-with-gravy and plead EXCUSED", but
this shouldn't hold water because the rule declaring it inappropriate
has higher power (2 vs 1.7).
